Abstract

This article examines current Vietnamese law on handling violations related to environmental pollution control in cultural, festival, and entertainment activities. It focuses on the responsibilities of event organizers, venue managers, and participants; sanctions for violations involving noise, solid waste, wastewater, and public sanitation; and the relationship between environmental and cultural legislation. Based on doctrinal analysis, systematization, and comparison of legal provisions, the study finds that legal obligations and sanctions are relatively clearly defined. However, enforcement remains highly dependent on technical evidence, particularly in noise-related cases, while inter-agency coordination mechanisms remain insufficiently specific. The article proposes four groups of solutions to clarify the legal grounds for enforcement, standardize evidence, strengthen preventive measures, and improve coordination among relevant authorities.
