Abstract

Quang Ninh is gradually shifting from a growth model heavily dependent on natural resource extraction towards green and sustainable development. This transition places new demands on workforce quality, particularly in industry, services, and sectors that use technology. This paper assesses the development of a highly skilled workforce in the province through policy and statistical analysis and a SWOT matrix. The findings indicate that the province has made progress in training and attracting skilled workers. However, challenges remain in the occupational composition of the workforce, foreign language proficiency, digital skills, collaboration between educational institutions and enterprises, and social welfare conditions in industrial parks. Drawing on these findings, the paper proposes four groups of measures to improve workforce quality and support green economic restructuring in Quang Ninh.
